On February 8, 2005, State Representative Robert Molaro introduced H.B. 1171, a bill that would ban the slaughter of horses for human comsuption in the State of Illinois as well as the trade of horses for the purpose of slaughter.
The legislation is a new version of last year's H.B. 649, Senate Amendment #4, the bill that would have prevented Cavel International from reopening and operating its horse slaughterhouse and which failed to pass the Illinois House of Representatives by a narrow margin last May 28, 2004. The bill has been assigned to the House Judiciary - Civil Law Committee.
Inmediate action is required to ensure the passage of this legislation and is vital to shutting down one of the three horse slaughterhouses remaining in the United States and to boost the passage of the American Horse Slaughter Prevention Act (H.R. 503) now pending on the U.S. Congress.

H.B. 1171 status update: Bill defeated in Committee
H.B. 1171 was defeated in the Illinois House Judiciary Committee last March 9 after a tie vote (5 yeas, 5 nays, 4 abstentions). Since Illinois law requires a majority to move a bill forward from a Committee, H.B. 1171 is technically dead.
However, the Illinois legislature is far from over and there are yet more chances to have H.B. 1171 reintroduced. Please, stay tuned for updates.
